Kihei changes street by street, and the difference between one block and the next is often the difference between a rental permit and no rental permit.

Her current Upcountry listing is 17491 Piilani Highway in Kula at $399,000. Upcountry buyers need to understand catchment or meter status, road maintenance agreements and agricultural zoning before they write an offer, and that conversation happens before the showing, not after.
